Background: Save the Children initiated a global plan in 2023 to prepare for take Anticipatory Action to mitigate the impacts of El Niño-related hazards on children and communities across several countries. Through this initiative, supported by Save the Children’s Humanitarian fund and various donors, Save the Children aimed to test systems for a more systematic approach to Anticipatory Action, including technical assistance, support from a climate scientist and guidance on risk communication, early warning systems, and fundraising. A mid-term review conducted in late 2023 provided insights and identified challenges and opportunities and several countries have conducted separate reviews, evaluations and learning exercises.

Purpose of the Study: The End Line Synthesis Review aims to consolidate the achievements, challenges, and learnings from Save the Children’s El Niño initiative from 2023-2024. The review will culminate in a comprehensive report, contributing to future planning and learning for Save the Children and other organizations interested in anticipatory action approaches.

Methodology: The review will build on the 2023 learning brief and country-level reports. The methodology will involve:

  • Key informant interviews and focus group discussions.
  • Analysis of existing project documents, country level evaluations and reviews and mid-term review findings.
  • Synthesis of data to highlight achievements, challenges, and recommendations.

Consultant Requirements: Interested consultants must submit an Expression of Interest (EOI) demonstrating:

  • Extensive experience (9-10 years) in anticipatory action and disaster risk resilience.
  • Proven track record in designing and conducting evaluations using various data sources.
  • Expertise in conducting studies involving children and marginalized groups ethically and inclusively.
  • Ability to manage and coordinate multiple stakeholders, including government, NGOs, and community groups.
  • Experience with OECD-DAC evaluation criteria and theories of change.
  • Strong communication skills for presenting complex findings to non-specialist audiences.
  • Flexibility and collaborative working style with clients.

Deliverables and Timeline (indicative, will vary depending on start date):

  • August 12: Commencement of the study.
  • August 20: Workshop with stakeholders to develop the inception report.
  • August 30: Submission of the inception report, including study objectives, methodology, data collection tools, and ethical considerations.
  • September 30: Submission of the draft study report.
  • October 8-18: Submission of the final study report, data, analyses, and knowledge translation materials.
