Introduction:
Secours Islamique France (SIF) initiated its humanitarian operations in Somalia in 2014 with the establishment of a field office in Kismayo. Since its inception, SIF has concentrated its efforts in the Kismayo District, located in the Lower Juba region, a relatively secure area within the Jubaland state. Partnering with Somalia Lifeline Organisation (SOLO) and funded by the Crisis and Support Centre(CDCS) of the French Ministry of Europe and Foreign Affairs, SIF has embarked on an intervention project titled “Strengthening Livelihoods, Resilience, and Disaster Preparedness of Crises-Affected Communities in Jubaland, Somalia”. This project is designed to enhance the resilience of drought-affected communities in Kismayo, equipping them to better withstand natural disasters and other shocks.
To further bolster its humanitarian efforts, Secours Islamique France (SIF) is committed to enhancing the capacity of its field staff. To this end, SIF will conduct a comprehensive training on Project Cycle Management (PCM) within the humanitarian sector to both SIF and SOLO project staff working on the implementation of the project in Kismayo. This training is crucial in equipping staff with the necessary skills and knowledge to optimize project implementation and improve collaboration within the two organizations.
2.Background:
Secours Islamique France (SIF) aims to enhance the capacity of its staff and that of the implementing partner, SOLO, by providing comprehensive training on Project Cycle Management (PCM) within the humanitarian sector and fostering effective teamwork and organizational behavior. This training will equip staff with the essential skills and knowledge necessary to improve project implementation and collaboration.
3.Objectives
The primary objectives of this training are
4.1 To provide SIF and SOLO field staff with a thorough understanding of Project Cycle Management and its application in the humanitarian sector.
4.2 To develop the skills and competencies necessary for effective teamwork and fostering positive organizational behavior.
4.3 To enhance the overall project implementation, monitoring, and evaluation capabilities of SIF and SOLO field staff.
4.Scope of Work:
The training will be conducted over three days and will cover:
4.1. Project Cycle Management (PCM) within the Humanitarian Sector
4.1.1. Introduction to PCM: Definitions, principles, and stages.
4.1.2. Needs assessment and humanitarian project design.
4.1.3. Project planning and resource allocation.
4.1.4. Implementation, monitoring, and control.
4.1.5. Evaluation, learning, and accountability.
4.1.6. Case studies and practical exercises.
4.2. Organizational Behavior
4.2.1. Fundamentals of teamwork and collaboration.
4.2.2. Effective communication within teams.
4.3. Conflict resolution and management.
4.3.1. Leadership styles and their impact on team dynamics.
4.3.2. Building a positive organizational culture.
4.3.3. Practical exercises and role-plays.
5. Training Methodology
The training will employ a combination of methodologies to ensure an interactive and engaging learning
experience. These will include:
• Presentations and lectures.
• Group discussions and brainstorming sessions.
• Case studies and real-life scenarios.
• Practical exercises and role-playing.
• Q&A sessions.
6. Expected Outcomes
By the end of the training, participants will:
• Gain a comprehensive understanding of the PCM framework and its application in the
humanitarian sector.
• Be able to design, implement, monitor, and evaluate projects effectively.
• Develop strong teamwork and communication skills.
• Understand how to manage and resolve conflicts within teams.
• Foster a positive organizational behavior and culture within their respective teams.
7. Duration and Schedule:
The training will be conducted over three days as per the following schedule:
Session 1: Introduction to PCM and its stages; Fundamentals of teamwork.
Session 2: Needs assessment and project design; Effective communication within teams.
Session 3: Project planning and resource allocation; Conflict resolution and management.
Session 4 : Implementation, monitoring, and control; Leadership styles and team dynamics.
Session 5: Evaluation, learning, and accountability; Building a positive organizational culture.
8. Venue
The training will be held at SIF Kismayo Office, equipped with necessary facilities for an interactive
training session.
9. Participants
The training is designed for SIF and SOLO programs staff.
10. Trainer’s Qualifications
The trainer should possess:
• Experience in Project Cycle Management training within the humanitarian sector including
having experience in Somalia humanitarian context is a value addition.
• Strong background in training on organizational behavior and team dynamics.
• Proven track record of conducting similar training sessions.
• Excellent communication and facilitation skills.
11. Logistics and Support
SIF will provide:
• Training materials and resources.
• Venue and necessary facilities.
• Refreshments and meals for participants.
• Any required travel and accommodation arrangements for the trainer.
12. Reporting
The trainer will be required to submit a detailed report at the end of the training, including:
• Summary of the training sessions.
• Participant feedback and evaluations.
• Recommendations for future training sessions.
13. Application Process
Interested trainers or training organizations are requested to submit:
• A detailed proposal outlining the training plan and methodology.
• Trainer’s CV highlighting relevant experience.
• A financial proposal including all costs.
14. SIF Code of Conduct
SIF applies a zero-tolerance principle to fraud, bribery, attempted fraud or acceptance of a bribe,
corruption, money laundering, funding of terrorism, moral harassment, sexual harassment or abuse or
violence of any kind whatsoever. This principle applies to all SIF stakeholders including consultants. This
consultancy is subject to respect and commitment to SIF code conduct, Anti-Fraud/Anti-Corruption
Policy, and Conflict of Interest Policy. Consultant are required to declare any conflict of Interest prior to
start of the consultancy.
15. Intellectual Property Clause
All information pertaining to Secours Islamique France that the Consultant may come into come with in
the performance of his/her duties under the assignment shall remain the property of Secours Islamique
France and shall not be shared with third parties without prior consent from Secours Islamique France. All necessary tools, equipment and materials required for the training shall be provided by the
Consultant. Secours Islamique France shall bear no liability for any damage to the Consultant’s
equipment or personal injury experienced during the assignment.
15. Child Safeguarding Statement
SIF commits to respect the “Do no harm” humanitarian principle and ensure child safety is paramount in
all its activities. SIF implements a Child Safeguarding Policy (CSP) at head office and for every mission.
Therefore, we implement all necessary measures to ensure that only those who are suitable to work with
vulnerable people, with children, engage with our organization. This consultancy is subject to respect and
commitment to SIF Child Safeguarding Policy throughout the implementation period. We have zero
tolerance for harmful practices and will take any allegation or report of child abuse very seriously.”
14. Submission Deadline
