Context:
Under the overall supervision of the Comptroller/Director, Department of Financial and Administrative Management and direct supervision of the Head, HQ Resources Management Oversight and Advisory Unit, and in close collaboration and coordination with relevant Divisions in the Department of Human Resource Management (DHR) at Headquarters (HQ), Manila Administrative Centre (MAC) and Panama Administrative Centre (PAC), the Human Resources Officer will be responsible and accountable for supporting and coordinating the Human Resources functions of HQ projects.
Core Functions / Responsibilities:
- In coordination with the Head, HQ Resources Management Oversight and Support Unit, coordinate project-related Human Resources Management functions in accordance with the Organization’s policies, procedures, and practices. Provide guidance and solutions to the Head, HQ Resources Management Unit, and Office/Departmental/Divisional Directors on interpreting and applying Human Resources policies, rules, and regulations.
- Serve as the HQ Focal Point and technical resource person for Human Resources Management functions for HQ projects while providing support to Offices/Departments/Divisions in accordance with the Organization’s policies, procedures, and practices.
- Support and provide guidance and advice to other HQ based Resources Management Officers (RMOs), Administrative Assistants, and staff members at HQ in adhering to IOM’s Travel and HR management policies, rules, and regulations as well as standards related to HR functions, considering the nature of operations.
- Provide substantive support and guidance for recruitment processes in Offices/Departments/Divisions in close coordination with the Hiring Managers ensuring that relevant recruitment procedures are effectively and swiftly applied and implemented. Support the development and coordination of Position Descriptions for upcoming vacancies and participate in HQ Selection Panels.
- Coordinate the work of project staff carrying out human resources administrative transactions, including preparation of non-staff contracts and recruitment.
- Monitor compliance with the Performance Assessment System (PAS) within HQ projects and advocate for timely completion of performance management processes in line with organizational deadlines.
- In coordination with Head, HQ Resources Management Oversight and Advisory Unit, advise Project Managers on staffing and other personnel issues, including leave entitlements/planning. Support Administrative Assistants to ensure HQ’s organigrammes/staffing tables are regularly updated.
- Collaborate with the HR Policy Unit in the roll-out and implementation of new HR policies, Instructions, and procedures within HQ.
- Propose appropriate and effective administrative procedures in human resources administration, reflecting Headquarters’ needs. Bring sensitive issues to the attention of supervisors and/or DHR as appropriate.
- Coordinate and prepare administrative reports that may be required in coordination with the Heads of Units/Programmes. Oversee the preparation of reports pertaining to personnel administration of international and national staff of HQ managed projects.
- Review audit recommendations on HR matters and, in coordination with the Head, HQResources Management Oversight and Advisory Unit and DHR, implement them within the HQ projects HR function.
- Prepare special reports and participate in and/or lead special HR projects in coordination with MAC, PAC, and/or DHR.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
- Master’s degree in Human Resources, Business Administration, Industrial Relations, Organizational Development, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Working experience in administration and all facets of HR, Talent Acquisition, talent management, administration of staff contracts and entitlements, interpretation and implementation of staff rules and regulations, and development of HR guidelines;
- Previous working experience in an international organization is an advantage;
- Previous working experience in Africa and/or developing countries is an advantage; and,
- Familiarity with the UN common system or similar systems is an advantage.
Skills
- Ability to prepare clear and concise reports; and,
- A high degree of computer literacy is required; a good knowledge of MS Office suite andOracle is essential.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
