SECTION 2

Organizational Context and Scope

IOM, as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of Senior Migration Health Physician, the successful candidate will be responsible for the following duties and responsibilities in relation to the Migration Health Division activities in Latin America and Caribbean.

SECTION 3

Responsibilities and Accountabilities

  1. Assist in the technical oversight of nursing activities in the Migration Health Assessment Clinic (MHAC) in the Region to fulfil the technical requirements of the resettlement countries in the areas of:
    1. Medical examinations
    2. Imaging;
    3. Laboratory testing;
    4. Vaccinations;
    5. TB management;
    6. Treatment and referrals;
    7. Pre-departure procedures and medical movements;
    8. Documentation, certification and information transmission; and,
    9. Other technical areas as may be required.
  2. Provide the Regional technical support on the development of health education materials and counselling material to the migrants and/or refugee in relation to:
  • The migration health assessment process; and,
  • Treatments and referrals.
  • Pre and/or post counselling on TB or HIV education, prevention, and management as appropriate
  • Pre-departure evaluation

3. Assist the CMHO in the technical oversight, planning, monitoring and follow up of USRAP Expanded Vaccination Program in Latin America and Caribbean. In particular, ensure that this fulfil the technical requirements of the program, including standardization, Quality Assurance (QA) and Quality Control (QC) of all aspects of the Vaccination activities and Vaccination documentation process.

4. Support the Senior Migration Health Nurses/Senior Migration Health Physicians by maintaining workflow, conduct assessment and providing feedback to CMHO for improvement.

5. Support in the establishment of stock control and Inventory management systems in MHACs by maintaining accurate, traceable, verifiable, and auditable records and reports.

6. Assist in the preparation purchase orders for drugs, vaccines and medical supplies and medical equipment using the online Purchase Requisition (PR) coordinating with Procurement Department to ensure that items are ordered as per required specifications.

7. Assist in the preparation of technical evaluation to advise of specification quality and relevant aspects. Receive and inspect deliveries of drugs, medical supplies/equipment, and vaccines.

8. Support in the Preparation of the required paperwork and documents for import and export of vaccines, drugs, and other related medical supplies.

9. Support the Migration Health Physicians in El Salvador in the preparation of pre-departure medical supplies, equipment and medication .

10. Perform as the Focal point for coordination on pharmaceutical related matters with local/national health authorities, physicians, pharmaceutical companies, hospitals, and laboratories as needed.

11. Participate in quality improvement and quality assurance procedures for nursing activities, contribute to review and update SOPs.

12. Follow up on preparation of medical kits and emergency kits within the MHAC and for medical escorts following the guidelines if applicable.

13. Facilitate in administrative reports preparation and program updates as necessary.

14. Contribute to the planning and execution of mobile missions if applicable.

15. Perform medical escort duties when required to ensure migrants receive continued care throughout all phases of migration (before departure, during the journey and at the final destination).

16. Collect statistical information and share with the CMHO as per preset and agreed upon format.

17. Perform other duties as may be assigned.

SECTION 4

Required Qualifications and Experience

EDUCATION

  • Bachelor’s degree in Nursing from an accredited academic institution with four years of professional work experience.
  • Master’s degree or higher from an accredited academic institution is advantageous
  • A valid license to practice nursing in the country of duty station

EXPERIENCE

  • Minimum of four years of relevant clinical experience with at least two years in a supervisory role
  • Excellent technical skills, including in phlebotomy.
  • Training or working experience in the areas of Tuberculosis management, mass immunizations, communicable diseases, laboratory testing or public health is an advantage.
  • Knowledge of and experience in clinical nursing.
  • Managerial experience is desirable.
  • Knowledge of principles of preventive care and disease control.
  • Knowledge of and experience in implementation of patient safety and infection prevention and control.
  • Computer literacy required: MS Office suite (Word, Excel, Access)
