CHAI began working in Cambodia in 2005 to help the Ministry of Health tackle HIV by introducing better treatment for adults and children and eliminating mother-to-child transmission. The office has grown rapidly since its inception to managing multiple projects with steady growth. In addition to HIV, CHAI is now supporting the Ministry of Health to introduce treatment for hepatitis, scale up a short-course preventative therapy for tuberculosis (TB), eliminate malaria and address multi-drug resistance, save the lives of women through improved access to lifesaving reproductive health care, enhance immunization systems, increase oxygen availability at all levels of the health system, and more. Looking ahead, we wish to support Cambodia’s Ministry of Health to achieve its goals for non-communicable diseases (e.g. diabetes, hypertension, cancer, mental health, etc.).
CHAI is seeking a highly motivated, results-oriented individual with strong strategic thinking, problem solving, and analytical skills. The New Health Areas Manager and Technical Advisor will act as a thought partner to the Country Director and Deputy Country and will be responsible for a variety of activities from program research and design to program support and monitoring. The position will be based in Phnom Penh with occasional travel. The Technical Advisor will report to the Country Director.
New Program Design
- Provide strategic thinking around development of potential new programs in areas of high need for Cambodia; for instance, Cancer, Non-Communicable Diseases, Disability/Assistive Technology, Digital Health, Mental Health, Health Workforce, Health Financing, etc.
- Develop a thorough understanding of the health landscape in Cambodia and the Ministry of Health’s key priorities, conduct landscape analysis by monitoring disease trends and developments in the Cambodian health system to understand how CHAI can best contribute to addressing identified bottlenecks
- Research technical content of prospective program areas and technical and clinical best practices through communicating with CHAI global teams and external experts, performing scientific literature reviews, etc.
- Identify current partner activity in the country, liaising with internal and external stakeholders to identify gaps and potential areas of collaboration
- Carry out program design and develop theory of change
- Carry out new program development and resource mobilization efforts, including drafting/ strengthening concept notes and proposals, interfacing with potential donors and partners, etc.
Lead health system strengthening initiatives for CHAI Cambodia
- Engage in cross-office strategic thinking to strengthen our understanding of Cambodia’s “horizontal” health systems which impact all programs, e.g. procurement, supply chain, health financing, health data management, etc.
- Identify links between CHAI programs and proactively identify opportunities to strengthen CHAI’s support to the Ministry of Health for greater health impact
- Support Program Managers on key deliverables and ad-hoc requests, as needed.
Strategic support to Ministry of Health
- Upon request for CHAI support from the Ministry of Health, take on strategic pieces of work to develop cross-cutting policies, national strategies or costed budgets (e.g. related to primary health care, digital health, community health workforce, decentralization, non-communicable diseases, etc.)
- Develop and maintain strong working relationships with relevant key stakeholders across government and non-governmental organizations
Technical Support and Program Monitoring & Evaluation for Oxygen

CHAI’s Oxygen program is supporting the Ministry of Health in developing oxygen ecosystem for both COVID-19 and beyond. The selected candidate will thus, in close collaboration with the CHAI Oxygen Program manager and team and CHAI global team:

Provide technical support on overall oxygen strategies and programmatic activities
-
Advise on development of monitoring & evaluation framework for Cambodia, help set up the assessment, including support for study design, protocol development, data collection tool development, data analysis and visualization, and preparation of dissemination

Be a mentor to oxygen program team to upskill their technical capabilities in providing evidence-based TA support to the Ministry of Health.
Qualifications
- Master’s degree and 5 years of working experience with increasing levels of responsibility and leadership
- Exceptional problem-solving and analytical (qualitative and quantitative) skills
- Strong strategic/structured thinker, with a track record of creating a vision for complex programs
- Proven project management skills: ability to work effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
- Entrepreneurial mindset, including ability to work independently, self-motivate, and propose and implement new initiatives
- Excellent communication skills in English, oral and written. Experience writing impact-oriented proposals, reports, and policies
- Excellent interpersonal skills, dedicated team player, and ability to build consensus towards action
- Experience working with government officials and external partner organizations
- Familiarity with key health systems strengthening concepts and approaches
- Strong commitment to CHAI’s mission
- Comfortable working in an international, multi-cultural setting
- Ability to learn quickly
Advantages
- Clinical or medical background, Master in Public Health or Epidemiology
- Strong knowledge of public health, including experience managing health programs in resource-limited settings
- M&E experience, including designing program assessments, impact evaluations or operational research projects in developing countries
- Management consulting skillset and experienceWorking experience in Asia and/or familiar with Asian cultures
