Girl Effect is an international non-profit organization that builds media that girls want, trust and need. From chatbots to chat shows and TV dramas to tech, our content reaches millions of girls in Africa and Asia to make choices and changes in their lives. Igniting their confidence to act differently at a time that can define their future.

We create safe spaces for girls, sharing facts and answering questions about health, nutrition, education, relationships, etc. And we use innovative technology so we can reach girls at scale. We arm girls with the skills to negotiate and redefine what they are told is possible, so every girl can choose to be in control of her body, her health, her learning and livelihood.

When a girl unlocks her power to make different choices that change her life, it inspires others to do so too. She starts a ripple effect that impacts her family, community, and country. That’s the Girl Effect.

Background

Girl Effect (GE) first partnered with Gavi, the Vaccine Alliance, between 2016 and 2021 on human papillomavirus (HPV) vaccine demand generation. The collaboration continues with a new phase on routine childhood immunization (RI) and human papillomavirus (HPV) starting in 2022 and will run until 2026: the Gavi 5.0 programme.

The four-year programme will run in Ethiopia and will focus on the following key objectives:

  1. Develop and implement integrated innovative demand generation approaches to increase demand for the HPV vaccine amongst 9-14 year-old girls, with a particular focus on hard-to-reach groups and contribute to increasing immunization coverage.
  2. Develop and implement integrated innovative demand generation approaches to increase demand for routine immunization (RI) amongst caregivers (15-29 years old), including pregnant women, with a particular focus on hard-to-reach groups and contribute to increasing immunization coverage.

Change objectives

We have researched the barriers to vaccine uptake in the three regions of Ethiopia (South Ethiopia, Somali and Amhara) and have developed and tested low-fidelity prototypes. Based on the insights gathered, we have developed a product mix that spans across mainstream media, social media and direct on-ground intervention to increase:

  • Uptake of HPV Vaccine for 9-14-year-old girls in target areas with specific populations
  • Uptake of Routine Immunization (RI) for 0–2-year-old children of AGYW caregivers in target populations (Young Mothers and Fathers: 15 – 29 years)

Target audiences

Primary targets/audience

  • AGYW 9-29 years, with a particular focus on adolescent girls aged 9-14 before eligibility for the HPV vaccine and those (15 to 29 years old) who are pregnant or caregivers of children below the age of two for routine childhood vaccinations.

Secondary targets/audience

  • Gatekeepers: Parents of girls under 15 who are likely to exert the most influence or hold decision-making power around health-seeking behavior and vaccine uptake
  • Other power holders, mothers/fathers-in-law, local and traditional leaders
  • Girls 9-13 years who will become eligible for the HPV vaccine within 5 years

What we are looking for

Girl Effect is looking for a research organization/consulting firm that will monitor our media placements and report to us as required. We are looking for a service provider on a retainer contract for six months (July 2024 to Dec. 2024). We want the supplier to monitor three of Girl Effect’s media products: a TV drama series, a TV reality series and a Radio talk show.

Monitoring objective

The purpose of this monitoring is to assess the level of engagement of the target audiences within specific themes and to understand if there is any level of impact created among the target audience on the specific areas covered.

Methodology

  • Data will be collected at the National level for all products (Season 6 YEGNA TV drama, TV Reality Series and Radio Talk Show). But we will emphasize the two GAVI program regions in Ethiopia: South Ethiopia (Derashe woreda, Segen Zuria woreda and Soyame Zuria Woreda) and Somali (Erer Woreda, Geladi woreda and Warder woreda) for the TV Reality Series and Radio Talk Show;
  • The proposed approach for data collection will be a telephone method (Computer-assisted telephone interview-CATI) for all products ( YEGNA Reality series TV show, YEGA Radio talk show and for YEGNA TV Drama season 6). However, we are open to other methodologies proposed by the research agency.
  • The study will employ quantitative methods and will include open-ended questions to respond to objectives and be able to measure all listed indicators.
  • The research company will share a detailed methodology which they will be using to capture reach including survey questions (feedback on which will be taken from GE Impact staff). The methodology including the survey tools will be different for different products.
  • As the same products will be used to measure the reach of both the HPV and Routine Immunization content, the media monitoring company will give data separately for both these themes. The survey questions for both these themes will also be different.
  • The survey is conducted separately for all products. The methodology, tools, timeline, report, and all the deliverables are for each product based on the airing timeline.

Expected Deliverables

The consultant will provide deliverables as per the scope of work; this will include:

  • Inception report with methodology, data collection tools and work plan
  • Raw data and data tables
  • Monitoring report (Draft report and final)
  • Powerpoint presentation of key findings

Expected Commitment

The monitoring assignment will run from July 2024 to Dec 2024.

Time period of the products airing and channels:

  • The Reality Series TV show: Amharic Re-Airing started on May 9 and will be completed on July 19. The TV channel is ETV entertainment and it is airing every Friday.
  • The Reality Series TV show: Somali Version: Airing will start on June 21 and will be completed on July 30. The TV channel is Somali TV.
  • YEGNA Radio talk show: Airing will start on July 1 and will be completed on Aug 6, 2024. The Radio channel will be EBC 98.1.
  • Season 6 YEGNA TV Drama: Airing will start on July 15 and will be completed on Nov 9, 2024. It is planned to be broadcast on EBC and KANA.

Thus, the monitoring data collection for each product is expected to be started immediately after the completion of the airing of each product.

The Data collection will be started:

  • TV reality series, the data collection will be started on August 1st, 2024
  • Radio talk show-data collection started 2nd week of August, 2024
  • Season 6 Yegna TV drama series, the data collection will be started 2nd week of Nov 2024

Reporting

The agency will report to the Girl Effect’s Senior Program Manager and Senior Manager, Evidence & Impact based in Ethiopia.

Proposal Submission

Your proposal, should you be interested (Max 10 pages), should cover

  • Your understanding of the brief and why you feel you are well-placed to work on this.
  • Credentials/Profile – Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
  • Reference – Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  • Breakdown of Costs with applicable taxes and other charges clearly identified in ETB. Firms should provide a financial budget which is the service charge in this case for the

service that will be rendered to our company and a standard work plan for the requested deliverables.

  • All applicable taxes should be quoted separately;

Note: The technical and financial proposals will need to be submitted as separate documents.

In their proposal, the bidder must demonstrate an understanding of the requirements described in the TOR and demonstrate how the bidder will meet the requirements of the deliverables.

Please note that Girl Effect is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of Girl Effect.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Technical evaluation

  • Demonstrated experience in conducting telephone interview method-computer assisted telephone interview (CATI) and face-to-face research in Ethiopia – 20%
  • Using appropriate methodologies to produce all deliverables – 15%
  • Data quality measure and overall quality of work – 15%
  • Child Protection/ Safeguarding in research – 10%
  • Ability to deliver the research on time and to expected standards – 10%
  • Research experience and capacity including team composition – 10%
