Analyst, USAID/Somalia’s Evaluation, Learning, and Monitoring Initiative (ELMI) Activity

Social Impact is implementing USAID/Somalia’s Evaluation, Learning, and Monitoring Initiative (ELMI) Activity, which provides support for monitoring, evaluation, and program-related support services to USAID/Somalia (the Mission). The current USAID strategy for Somalia aims to build a durable foundation for a more stable, democratic, and prosperous Somalia in three primary technical areas: (1) democracy, stabilization, and governance; (2) social services; and (3) economic growth. USAID/Somalia is implementing approximately $60 million annually in activities across these three technical areas.

Position Description:

USAID/Somalia’s ELMI will develop an evaluative monitoring system to inform and improve programming contributing toward the achievement of the Mission’s Development Objective 1 (DO1). This DO1 Monitoring System (DO1MS) is based on coordination with USAID/Somalia and implementing partners (IPs) to identify data gaps at the DO-, intermediate result (IR)-, and activity levels on an ongoing basis.

SI is seeking short-term technical assistance to identify and perform a comparative analysis of the indices being used to measure key concepts (e.g., stabilization, participation, inclusion, fairness, voice, government responsiveness and performance, economic engagement, access to education, social cohesion, and conflict mitigation) within Somalia. The analyst will contribute to the development of key deliverables, including written reports and USAID presentations. This is a short-term consultancy with an estimated level of effort (LOE) of 7 days, and a period of performance from June 2024-July 2024

Please note this position is not based in Somalia, and there will be no required travel.

Responsibilities:

  • Review existing literature and verify that it is comprehensive to support the DO1MS development.
  • Document how each index defines each concept, measures (e.g., identify the individual variables making up each index) the concept, and operationalizes the concept. Identify the unit of analysis for each index/indicator making up the index.
  • Document the extent to which each index has been validated.
  • Organize the data for comparative analysis in an Excel file.
  • Identify areas of duplication, gaps, and unique contributions for each index. Based on these findings, develop recommendations for the ELMI team working on creating the DO1MS.
  • Write a brief report detailing the findings, conclusions, and recommendations.

  • Report of findings
  • Presentation to USAID/Somalia

Qualifications:

  • Advanced degree in a related field.
  • At least 5 years of experience
  • Expertise with index construction and analysis.
  • Familiarity with key concepts that the indices purport to measure, including stabilization, social cohesion, government performance, governance, etc.
  • Research methodologist preferred
  • Experience in Somalia preferred
