Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission in IOM Sudan, the direct supervision of the Deputy Chief of Mission, Head of Programs the Grants Management & Capacity Building

Coordinator will be responsible for managing the Grants Management and Capacity Building Unit (GMCB) which oversees and coordinates implementing partner (IP), grant management, and capacity building activities for the IOM Sudan mission. They will be responsible for ensuring that all aspects of the project / grant cycle for grant recipients or implementing partners are managed in a rapid, professional and transparent way, including selection, award, payment, reporting, monitoring and project closure.

Core Functions / Responsibilities:

  1. Provide overall supervision to the staff in the GMCB unit, and direct supervision to the heads of work teams. Provide training on all related aspects of the grants process and database, and ensure the overall integrity and appropriate function of all activities of the unit.
  2. Coordinate with IOM Sudan leadership, donors, clusters and sectoral leads to continuously identify partners and facilitating the utilization of funds and activities to meet the objectives and priorities of the broader humanitarian system.
  3. Ensure appropriate information and knowledge management structures are being maintained by the unit, and that all necessary documentation for IP and grant management is being completed and filed correctly.
  4. Represent the IP/Grant Management functions of IOM through various UN, Government, and Non-Governmental Organization fora and work to develop and ensure the unit maintains a large network of non-governmental organizations that enables a rapid humanitarian response when required.
  5. Ensure that appropriate levels of risk management and due diligence are being maintained, and that monitoring and reporting are being completed and updated regularly and in accordance to standards of the various grants and awards.
  6. Oversee localization efforts, tasking the capacity building work team to regularly provide trainings, workshops and support to Government, Non-Government Organization (NGO), Civil Society, and IOM staff to improve local capacity in project management, implementation and reporting.
  7. Coordinate finance and program support actions, and other technical focal point colleagues who are directly supporting grant or IP projects, to ensure the timely delivery of payments, monitoring and reporting.
  8. Coordinate with logistics and procurement colleagues to procure and maintain pre-positioned items for release in relation to a rapid humanitarian response.
  9. Manage and coordinate staff time and resources to support the implementation of new and existing grant or IP projects. Advise IOM Sudan mission staff when IPs are being considered to ensure appropriate controls and processes are being followed and suitable staff are allocated in the project design.
  10. In coordination with the Programme Support Unit and Resource Management Unit, participate in ensuring the timely submission of all required internal and external reporting.
  11. Liase with IPs, Donors and Project Managers to troubleshoot problems, coordinate submissions, submit revisions or amendments and otherwise facilitate smooth implementation.
  12. Ensure the mainstreaming of Protection, Gender and Protection from Sexual Exploitation and Abuse (PSEA) throughout the activities of the unit.
  13. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, Business Administration, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in working with implementing partners, grantees or third-party organizations to implement activities;
  • Experience in proposal design, budget creation and project management;
  • Experience in localization or capacity building, with a preference for work with NGOs;
  • Experience in direct coordination with donors and cluster or sectoral leads;
  • Experience in leading a team in a complex crisis setting; and,
  • Experience working within the broader humanitarian ecosystem and coordination fora as it relates to coordinating emergency response activities.

Skills

  • In depth knowledge of IP/grant award cycle and IOM internal procedures and controls for implementing partners;
  • Familiarity with major crisis response sectors (WASH, Health, SNFI, etc.) and their coreactivities; and,
  • Familiarity with Information Management or Grant Management Systems.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Fluency in Arabic and/or working knowledge of another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
