Project Name: Strengthening the Health Information System in Northwest Syria through the Implementation of DHIS-2 at Health Facilities in the Region.

Assistance Coordination Unit invites consultant/consultancy companies with experience in working with humanitarian organizations to submit quotes in sealed envelopes for the service (Evaluating the outcomes/outputs of the project according to ToR).

Terms of Reference

Workplace: Gaziantep/Türkiye

Duration of work: 3 weeks maximum upon the contracting.

Consultancy Service Proposal: End evaluation of the project titled: “Strengthening the Health Information System in Northwest Syria through the Implementation”

Objective: To conduct a comprehensive final evaluation of the project’s outputs and outcomes considering its framework, scope, products, and activities.

  1. Scope of Work:

1.1 Evaluation Objectives:

  • Identify values, strengths, and positive change made through the project. Please refer to annex 1 (Project Activities).
  • Recommendations for areas of future improvement.

1.2 Key assessment categories:

  • The alignment of the project with the logic (the theory of change) .
  • Data management processes, tools, and procedures.
  • The quality of products (reports).
  • Technology: appropriateness, usability, and adaptation.
  • Overall assessment of the results.
  • Stakeholders’ management in terms of satisfaction, engagement, and effective participation.
    1. Methodology:

2.1 Data Collection:

  • Meetings: with the HIS unit and ACU teams to understand the workflow, mechanisms, challenges, and strengths.
  • Desk review: Check reports, tools, system documentation, etc.
  • Interviews: Engage with key stakeholders, leaders, and employees of health facilities to understand perceptions and experiences.
  • Surveys: Distribute structured questionnaires to a wider audience to identify the effectiveness of the project.

2.2 Analysis:

  • Quantitative Analysis: Use statistical tools to interpret survey data.
  • Qualitative Analysis: Analyze interview transcripts, observation notes, and open-ended questions’ responses.
    1. Deliverables:
  • Preliminary Report: A brief summary of initial findings and insights.
  • Comprehensive Assessment Report: Detailed findings, insights, and recommendations, including:
    • Project’s outputs and outcomes.
    • Identified areas of success and failure.
    • Actionable recommendations for training and capacity-building.
  1. Timeline:

The action plan should be tailored within 3 weeks to be completed.

  1. Expected Outcomes:

Upon completion of this evaluation, ACU and the donor will have a clear insight into the effectiveness and efficiency of the project and what is required to be improved and developed. This will enable informed decision-making for the HIS’s future and DHIS2 software in the future.

  1. Qualifications:
  2. Educational Background of staff:

    1. Essential: A master’s degree (or higher) in epidemiology, Health Informatics, or a related field.
    2. Desirable: Certifications in project evaluation, capacity building, and development.
    3. Additional qualifications in areas like health systems and research.
    4. Professional Experience:

      1. Essential:
        1. Minimum of 3 years of experience in conducting project evaluation, preferably within health or IT sectors.
        2. Proven track record in providing capacity-building solutions.
        3. Experience in working with health information systems or related health technology solutions is essential.
      2. Desirable:
        1. Previous experience with government health departments or international health agencies.
        2. Experience in both central and field-level health system operations.
    5. Skills and Competencies:

      1. Analytical Skills: Ability to analyze both qualitative and quantitative data to extract insights and actionable recommendations.
      2. Communication Skills: Effective verbal and written communication skills, including the ability to present findings and recommendations for various levels.
      3. Stakeholder Engagement: Experience in engaging with a diverse range of stakeholders, facilitating discussions, and ensuring all voices are heard.
      4. Technical Proficiency: Familiarity with health information systems, databases, and relevant IT tools.
    6. Languages:

Proficiency in the official language(s), basically Arabic and English, of the region where the HIS unit operates. Knowledge of additional regional or local languages may be an asset, especially if field-level assessments are involved.

  1. Recommendations/References:

At least two professional references from previous clients who can vouch for the consultant’s expertise and deliverables’ quality.

  • Conditions for submission:
  1. Technical Offer shall be submitted in a sealed envelope including the company registration, code of conduct, CVs, ToR, annex 1 and advertisement docs and other supporting docs.
  2. The Financial Offer shall be submitted in a sealed envelope including an RFQ sheet.
  3. Both technical and financial envelopes shall be submitted in a sealed envelope.
  • The bidder (company/individuals) should be based in Türkiye-Gaziantep.
  • The interested bidder shall read meticulously the ToR and project’s activities (Annex1).
  • An interview will be conducted with prospective candidates.
  • The interested company/individuals should provide a proposal with a timeline (2 pages).
  • The interested bidder should provide CVs or shot bio for all team members working for this service (in the case of the company) mentioning the roles and responsibilities of each.
  • The bidder should be registered in Türkiye.
