Voluntary Contributions Management Coordinator

Within the Executive Directorate (EXD), the Programme, Budget and Financial Management Service (EXD/PBF), supports the Executive Director and the Office of the Secretary-General in framing of the OECD’s priorities, specifically in planning the biennial Programme of Work and Budget (PWB), the management of the Organisation’s financial resources, setting out financial and budget policies, co-ordinating the budget process, leading the end-to-end voluntary contribution (VC) management process, supervising the procurement function, ensuring the monitoring and accounting of all income and expenditure, hosting resource management activities and preparing the OECD’s financial statements.

The VC ( Voluntary Contributions) Management Coordinator reports to the Deputy Head of Service and will oversee the daily operations of the VC Management Group.

Main Responsibilities

Management

  • Lead the daily management of the VC management operations (acceptance and financial reporting) with a specific focus on guaranteeing end-to-end visibility and ensuring appropriate governance and communication.
  • Ensure adequate reporting and predictive analysis of VCs to improve planning and communication effectiveness.
  • Support the Deputy Head of Service in
  • Consolidating expertise on EU funding to accurately meet the Organisation’s and the donor’s needs;
  • The coordination with internal and external auditors, ensuring that financial records are properly maintained and readily available;
  • The risk management associated to VC management, especially cost recovery mechanisms;
  • The liaison with External Audit as needed.
  • Manage, motivate and mentor the staff of the VC Management Group, including assigning and prioritising work, objective setting, feedback, coaching, and performance evaluation. Help others understand how their daily work contributes to the OECD mission and objectives, and inspire staff to contribute proactively to achieving them.

Outreach, communication and training

  • Collaborate closely with other divisions in EXD/PBF to ensure a holistic financial view of Directorates’ and the Organisation’s funding.
  • Support Directorates and the Organisation’s VC Focal Point in their negotiations with VC Donors.
  • Identify training needs regarding VCs in Directorates; prepare and monitor training & outreach initiatives; and lead or oversee specific training & outreach as needed.
  • Provide complete, accurate, consistent and timely advice, support and briefings to the Head of EXD/PBF and the Deputy Head of Service, collaborating with colleagues and representing the VC Management Group as needed.
  • Provide regular updates to the Deputy Head of Service on the work plan of the VC Management Group and propose improvements on its implementation.
  • Co-ordinate and supervise requests made to EXD/PBF by external auditors with regard to financial information systems.
  • Act as spokesperson for PBF on VC-related matters as required.
  • Perform any other functions in relation to the work of the Programme, Budget and Financial Management Service as requested.

Ideal Candidate Profile

Academic Background

  • Advanced university degree in business administration, management, finance, information systems or related discipline.
  • Advanced professional designation in accounting.

Professional Background

  • Minimum eight years’ experience in a relevant field, including at least five years in a management position in the administrative and financial department, preferably in an international and/or inter-governmental context.
  • Expertise and experience in areas related to grant management, donor management and financial reporting.
  • Demonstrated strategic approach in his/her decision-making processes and framing of ideas and proposals.
  • Experience in leading teams with proven ability to motivate, mentor and empower individuals.
  • Proven ability to liaise effectively with senior stakeholders on critical issues.
  • Proven experience developing innovative solutions for business needs.
  • Proven experience demonstrating a collaborative mind-set, critical thinking, and strong communication and interpersonal skills.

Key Skills

  • Accounting and budget-related expertise.
  • Financial management, including knowledge of financial software applications, large accounting systems and tools.
  • People management.
  • Interpersonal skills.
  • Excellent verbal and written communication skills.
  • Mastery of SAP (FiCO, BI & BO) and VC-related tools (eVC + GM).

Languages

  • Working knowledge of both OECD official languages (English and French) would be an asset. Knowledge of other languages would be an asset.

Contract Duration

  • Two years fixed term appointment, with the possibility of renewal.

What the OECD offers

  • Depending on level of experience, monthly salary starts 9046 EUR, plus allowances based on eligibility, exempt of French income tax.
