Associate Specialist, CCM Hub Officer – GL C – Defined duration until December 2025

The Global Fund

The post-holder will serve as a focal point for a regional portfolio(s) of countries, leading on Country Coordinating Mechanism funding, expenditure, and performance management in these. They will work closely with Country Teams to ensure CCM’s effectively support the Global Fund’s wider strategic objectives and delivery and work to high standards. The Hub Officer will directly support CCMs (particularly CCM Secretariats) within an assigned portfolio, translating lessons learned into key policy and guidance refinements for global implementation as corporate and country processes evolve.

The CCM Hub Officer will report to the CCM Hub Manager and work closely with the entire team as well as collaborate with internal and external stakeholders.

Key Responsibilities

The Associate Specialist, CCM Hub Officer will:

  • Provide effective support to a cohort of Country Coordinating Mechanisms in one or more region, supporting all aspects of CCM Funding development, work-planning and annual allocation processes in accordance with agreed policies and standards, preparing CCM Funding agreements, calculating and ensuring timely and high-quality disbursements to CCMs, reviewing CCM expenditures and progress, ensuring a strong dialogue and ongoing communications with CCMs and with Global Fund Country Teams on key priorities.
  • Work closely with Global Fund Country Teams and CCMs to monitor the performance of CCMs and jointly address key issues. Developing approaches to help better equip CCMs to deliver effective CCM operations, provide oversight, support inclusive engagement and optimally position the CCM amongst other actors and within the local health decision making landscape.
  • Work in partnership with Country Teams to agree strategic approaches to key issues or CCM problem areas e.g., on specific governance issues such as Conflict of Interests, elections or other areas of leadership and decision-making potentially impacting the CCM’s eligibility for Global Fund support, working with others in the Global Fund Secretariat (Ethics, Legal, Risk and the Office of the Inspector General) to actively promote and support good practice, in line with the Global Fund’s Policies and procedures.
  • Liaise with Global Fund Legal and Finance and LFAs on specific funding compliance issues, working on eligible and ineligible amounts, recoveries etc, as needed, assessing risks and implementing risk mitigation measures with CCMs, (identifying, analysing and recommending improvements to quality assurance issues as required).
  • Support the timely delivery of the technical assistance and support in the portfolio of countries overseen. Working closely with TA providers and CCM’s, GF Country Teams and other key internal and external stakeholders to undertake detailed capacity assessments, agree structured programs of local and international technical assistance, and regular updates on the delivery and impact of interventions, feeding into regular p reporting to senior managers and the Global Fund Board/Committees.
  • Support the delivery of cross-departmental initiatives impacting CCMs and CCM Hub strengthening activities as required, working with internal and external stakeholders to plan, develop and deliver initiatives to improve CCM performance and increase the CCM Hub’s capacity to deliver the priorities of the Global Fund’s Strategy.

Qualifications

Essential: University degree in development, business administration, public health, development or relevant field; or an equivalent combination of academic/professional qualifications and experience.

Desirable: Master’s degree in public health, business or public administration

Experience

Essential:

  • Experience working with CCMs, or other governance mechanisms overseeing program delivery, performance and inclusive dialogue in development contexts,
  • Experience with the collection, reporting and analysis of quantitative data.
  • Proven success and substantial experience in culturally diverse and multi-disciplinary teams
  • Strong communication skills – verbal and written.
  • Fluency with the Microsoft suite – in particular, PowerPoint slide development (including data visualization) and Excel to analyse large data sets.

Desirable:

  • Understanding of the dynamics and needs (both financial and technical support) of in-country stakeholders.
  • Understanding of Global Fund or other international/development organisation’s grant making processes, tools and deliverables
  • Proven success and substantial experience working effectively in culturally diverse and multi-disciplinary teams.
  • Solid experience in managing risk, including financial and legal.
  • Experience in practical problem solving, negotiation and diplomacy.

Competencies

Languages:

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset (to be amended as per job requirements).
