Job Overview

The Manager will be responsible for maintaining compliance with the CDFI Fund New Markets Tax Credit (NMTC) and Bond Guarantee (BGP) programs. To date, NJCC has been awarded $340 million in NMTC allocations and $53 million in BGP financing. NJCC’s current, active NMTC portfolio consists of approximately 25 to 30 projects and approximately 40 loans pledged to BGP.

Responsibilities

  • Work with and oversee NMTC Portfolio Compliance Coordinator to maintain compliance with NMTC program requirements and provide compliance and asset management of active NMTC projects.
  • Communication with borrower, lenders, and investors.
  • Review loan closing documents and reporting requirements.
  • Prepare annual compliance reports to the U.S. Treasury Department’s CDFI Fund/AMIS reporting requirements
  • Perform Sub-All and Redemption testing.
  • Collect and review QALICB certifications and reporting documentation.
  • Collect and provide quarterly financial and compliance analysis of project level financial statements.
  • Oversee and monitor cash management activities related to specific NMTC transactions.
  • Coordinate and assemble BGP collateral packages and loan pledges.
  • Ensure NJCC is in compliance with OC tests on a monthly basis and prepare new loan collateral pledges as necessary.
  • Responsible for quarterly and annual reporting to the CDFI Fund.
  • Responsible for leading and coordinating application(s) with the CDFI Fund for future bond allocations.

Qualifications

  • Bachelor’s degree preferably with a concentration in Finance, Economics, Accounting or Mathematics or equivalent professional experience.
  • 3-5 years of work experience, preferably with experience in tax credit finance, CDE/CDFI Lending, community development, real estate, or policy.
  • Experience working with New Markets Tax Credits, Bond Guarantee Program, Historic Tax Credits, or other tax credit programs.
  • High attention to detail and accuracy.
  • Excellent written and oral communication skills.
  • Proficient in Microsoft Office Suite.
  • Excellent organizational, analytical, and time management skills.
  • Must possess a high-level of moral judgment for handling confidential information.
  • Strong interpersonal and communication (verbal and written) skills.
  • Ability to work independently and collaboratively in a fast-paced environment.
  • Strong ability to manage multiple projects with competing deadlines.
  • Ability to effectively interact and build relationships with management and stakeholders.
  • Reporting to the office the whole week is required.

Travel Requirements

This position requires up to 10% travel to project sites in New Jersey to meet with QALICBs.
