BACKGROUND

Purpose Of Activity/Assignment

Strengthen the relationship between UNICEF and the Bill and Melinda Gates Foundation (BMGF) through supporting the development of content and analysis that support programmatic alignment and overall coordination.

Scope Of Work

Under the supervision of the Deputy Director, Programme Group Leadership Team (PGLT) and in close collaboration and alignment with the Global Chief of Foundations, Private Sector Partnerships Division the consultant will be responsible for performing the following tasks:

  • Develop content and analysis to inform the Bill and Melinda Gates Foundation’s (BMGF) engagement strategy. Based on their ongoing mapping and prioritization exercise, this content will be discussed and agreed upon between the Foundation and UNICEF.

Facilitate with the relevant programme teams to further develop key priorities and content for discussion before the UNICEF- BMGF Leadership meeting to be hosted in 2024 and any other senior strategic touch points throughout the year between UNICEF and BMGF. Priority areas could be, but are not limited to, Community Health Platforms, HPV, Immunization, Advocacy, Product Access, Introduction and Scale (PAIS), Gender, Data, Education, WASH, polio transition, and others, and would be aligned with priorities of UNICEF

  • Develop an analysis of key players in the programme ecosystem to inform future opportunities for influence and co-funding for scale. This includes International Financial Institutions, Public Sector Actors, global funds, and other like-minded global foundations.
  • Act as main UNICEF focal point for planning and successful execution of the UNICEF-BMGF Leadership Meeting in coordination with supervisor and external consultants. This includes the potential review and assess existing partnership, coordinating logistics, admin notes, and speakers’ coordination within UNICEF to ensure the delivery of a successful meeting. The consultant will also work closely with UNICEF USA on key deliverables as appropriate.
  • Outline a plan based on agreed way forward in the leadership meeting for UNICEF (PGLT, Partnerships) and UNICEF USA for follow up purposes and follow up on grant development opportunities.

Travel will be agreed and approved between the consultant and UNICEF team based on need.

Terms Of Reference / Key Deliverables

Output 1; Develop a plan with key milestones for the year based on the initial meeting with UNICEF and BMGF teams. This must align with partnership objectives and expectations. By 29 February 2024

Output 2; Draft list of topics and facilitate the joint prioritization session with BMGF counterparts. This shall include the actions to engage key stakeholders across BMGF and UNICEF, and the outline of the discussion papers. By 31 March 2024

Output 3; Draft Discussion paper on joint programme priority one. By 31 May 2024

Output 4; Draft Discussion paper on joint programme priority two. By 30 June 2024

Output 5; Draft Discussion paper on joint programme priority three. By 31 July 2024

Output 6; Discussion papers finalized including feedback from BMGF and UNICEF. By 31 September 2024

Output 7; Coordination and successful delivery of the BMGF/UNICEF leadership meeting. By 30 October 2024

Output 8; Final report and Action plan developed post leadership meeting for UNICEF (PGLT and Partnerships) as well as UNICEF USA for follow-up purposes and follow-up on grant development opportunities. By 15 December 2024

Qualifications

Education:

Advanced university degree in public policy and administration, public health, and governance, international development, or related field.

Work Experience

  • A minimum of eight years of established capacity on development programming. Knowledge in public health and nutrition will be highly appreciated.
  • Relevant experience in project management, particularly on programme delivery and global coordination. Experience working in UNICEF, WHO, and UNFPA will be an asset.
  • Relevant experience working with global health partner and institutional foundations will be highly appreciated.

Competencies/Knowledge

  • Fluency in verbal and written English is required. Any additional UN official language is welcome.

Requirements

Completed profile in UNICEF’s e-Recruitment system and

  • Upload copy of academic credentials
  • Financial proposal that will include/ reflect:
    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa Information

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
