Consultancy Title: 2.1.1.2: Conduct Training of Trainers on Education in Emergency to War Child Canada staff and Implementing partners’ staff.
Reports to: Advocacy and Partnership Lead with technical support from Education and Transferable Skills Lead.
Supported by: BRIDGE Project Director, Country MEAL Manager or Bridge MEAL Manager, Head of Program and Country Director.
Background: War Child Canada is an international charity organization registered in Toronto, Canada, dedicated to helping children and their communities overcome the devastating effects of active and post war. Its vision is “Accelerating Peace by disrupting the cycle of violence” and its mission is “Driving Generational Change for The Hardest Hit by Investing in The Power of Local Communities.”
Since being founded in 1999, War Child Canada has worked in 20 countries across the world and we are currently operational in Afghanistan, Yemen, Sudan, South Sudan, Democratic Republic of Congo (DRC) and Uganda.
During the past five years, War Child Canada reached over 2,500,000 conflict-afflicted children and adults; 985,000 people benefitted from War Child’s educational initiatives; 480,000 people were helped to climb out of poverty and 1,075,000 people learned more about their rights and had better access to justice systems.
War Child Canada has been operating in refugee hosting districts in Uganda since 2005. War Child Canada is registered as an international non-governmental organization (INGO) and holds a registration as a law firm in Uganda. War Child Canada is currently implementing education, protection, and livelihood programs and in currently implements projects in nine refugee hosting districts in Uganda (Adjumani, Koboko, Madi Okollo, Terego, Yumbe, Obongi, Isingiro, Kikube, Kamwenge)
The BRIDGE PROJECT: War Child Canada in partnership with Mastercard Foundation, Community Empowerment for Rural Development (CEFORD), Education Local Expertise Uganda (ELECU) and eight refugee-led community-based organizations, is implementing the BRIDGE: From Secondary Education and Skills Development to Job Opportunities for Refugee and Host Community Youth in Uganda project.
The 5-year BRIDGE project (2022 to 2027) is part of the Mastercard Foundation’s Young Africa Works Strategy (2018 to 2030) to address the youth unemployment challenge among refugee and host communities in 9 refugee hosting districts of Adjumani, Obongi, Isingiro, Kamwenge, Kikuube, Yumbe, Terego, Madi Okollo and Koboko districts.
War Child Canada and project implementing partners will employ a gender sensitive and inclusive approach to programming, empower young people and recognize their potential as agents of change to ensure effective implementation and sustainability of the interventions. This will be achieved through two outcomes.
- Increased access to market relevant secondary and tertiary education and skills for refugee and host community youth
- Improved capacity of education institutions and teachers to offer quality and relevant education and skills for refugee and host community youth.
BRIDGE ’s overarching program goal is to improve access to quality & relevant education and skills for 73,439 refugee / host community youth and transition 38,912 refugee / host community youth to dignified and fulfilling work in Uganda by 2027.
The program will further support young people in their transition to dignified work and throughout the life of the project, to thrive in their chosen form of employment or livelihood. Activities to support their success will include conducting market analysis annually to tailor interventions to the business context at the refugee settlement, implementing an adopted UPSHIFT business incubation “boot camps”, strengthening youth business support centres and BTVET institutions through training and infrastructure improvements, providing financial support to young people to access training programs and set up businesses and pairing young people with mentors from the business community. Finally, the program approach promotes continuous learning and development to ensure project sustainability.
Consultancy summary:
Train War Child Canada and Bridge Implementing Partners’ staff on Education in Emergency.
As part of capacity building interventions under the BRIDGE project, War Child Canada seeks qualified consultants (individuals, firms, training institutions) to conduct a 20-day blended TOT training (In-Person (Face-to-Face) Sessions and Online Learning) of War Child Canada and its implementing partners on Education in Emergency.
The training on Education in Emergency should cover but not limited to the following areas;
- Foundational Understanding of EIE:
- Rationale for Education in Emergencies (EIE).
- Understand and identify cross-cutting issues in EIE, including child-centered education, gender, conflict-sensitive education, and Special Educational Needs and Disability (SEND).
- EIE needs assessment, analysis, and program design (including beneficiary selection and targeting)
2. Enhancing Teaching and Learning in EIE:
- Address factors related to Teacher Supply, Wellbeing, and Development in EIE.
- Evaluate options for Curriculum and Content in EIE.
- Explore the impact of Language for Learning on EIE outcomes.
- Utilize effective Tools for Teaching and Learning in EIE.
- Implement best practices in Pedagogical Approaches in the context of EIE.
- Recognize the importance of Accreditation, Certification, and Transition in EIE.
3. Creating Safe and Supportive Environments for EIE:
- Outline components of secure and accessible learning environments in EIE.
- Key elements of WASH, Health, and Nutrition in schools.
- Implementation of effective management strategies for safe learning spaces.
- Positive and Respectful Interactions in an educational setting.
- Understand the significance of Psychosocial Support (PSS) and Social Emotional Learning (SEL) in promoting wellbeing.
4. Community Engagement and Support for Educational Support:
- Identify ways parents, communities, and education authorities can support education access and quality.
- Strategize and approaches for mobilizing support from other system-supporting bodies.
- Foster collaborative efforts to enhance education support.
5. Mastering Training Delivery and Capacity Building:
- Acquire skills in facilitation, presentation, and diverse training delivery methods.
- Effectively gather and utilize feedback in training sessions.
- Cultivate confidence and expertise as trainers.
Develop strategies for cascading learning and building capacity at local and national levels in education.
Purpose of Consultancy
The purpose of this training consultancy is to improve the knowledge and comprehension of War Child Canada and Local Partner staff in specific programming areas related to Education in Emergency for effective quality project implementation.
Approach and Deliverable
The training will take a blended approach including three phases of 5-day workshops and 5 days of on-line based learning. The first phase will take place in February, the second phase in June and the third phase in September 2024. The consultant has the discretion to decide the scheduling of the 5-day online session (taken as whole or split in different days) but delivered before the end of September 2024.
The training process will include the following:
- Conducting a training needs assessment to understand participants’ knowledge levels and specific gaps of focus.
- Developing a training guide and manual based on the training areas above and informed by the Training Needs Assessment.
- In consultation with War Child Canada, developing a detailed training schedule.
- Delivering a 20-day blended training for 30 participants, in three, 5-day face-to-face training and 5 days of online learning.
- The consultant will be responsible for the design of the training manual, training methodology, quality control and reporting but with close collaboration with War Child Canada. Specifically, below are the duties of the consulting firm.
- Develop training manual and tools and share with War Child Canada 10 days before the training commences.
- Deliver the training including planning, facilitation, and reporting.
- The training facilitators will complete the deliverables in a location of their choice, with no requirement or undertaking on the part of War Child Canada or Partner to transport them to field, unless discussed, agreed, and approved.
The consulting firm will provide the following deliverables:
A. Pre-activity level.
- Draft inception report: Upon signing the contract, the consultant will have 10 working days to submit a detailed report on the proposed approach to this assignment. The inception report will include a detailed description of the methodology, training manual, expected outputs, detailed work plan and MEAL plan.
- Revised inception report: Following the provision of feedback on the first draft of the inception report from War Child Canada and partners, the consultant will incorporate revisions and recommendations from War Child Canada and share a revised and final inception report within 5 working days.
B. During activity delivery level
- Undertake the assignment in Uganda. The consultant will conduct the TOT training based on the workplan submitted in the inception report. All MEAL data must be captured by the consultant and shared based on the MEAL plan.
- Submission of training reports: A summary report will be submitted to War Child Canada after each training phase. Overall, 4 summary reports and 1 general report will be submitted by the consultant and approved by WCC based on an agreed format (to be shared).
Responsibility of War Child Canada and Partner
War Child Canada and implementing Partners will be responsible for the following.
- Oversee the overall training planning processes and provide timely feedback on drafts submitted by the consultant.
- Identify and procure training workshop venue, accommodation, supplies and feeding of participants.
- Identify and mobilize trainees.
- Directly procure workshop stationery and printing costs.
Scope of work and timeline
- The Education in Emergency TOT training will be conducted in Kampala or any other location in Uganda. The first phase of the training commences on 19th February 2024.
- Participants will be drawn from War Child Canada and the Bridge project implementing partner staff.
- Total training days will be 20. The first phase will take place in February, the second phase in June and the third phase in September 2024. The consultant has the discretion to decide the scheduling of the 5-day online session (taken as whole or split in different days) but delivered before the end of September 2024.
List of participants and Budget
The list of participants will be generated and shared with the consultants in January 2024.
The consultancy costs will be negotiated after reviewing the consultant’s financial proposal.
Experience, skills
War Child Canada is seeking a competent firm, individual, training institution with skills, knowledge,and proven experience in designing and delivering trainings on Education in Emergency Civil Society Organizations, Community Based Organizations and or Refugee Led Organizations. Applications will be assessed on their ability to demonstrate the following qualifications, experiences, and competencies:
- Team members with skills, demonstrated experience and a University Degree in Education, Humanities, Project Management, Organizational Development, or any other related discipline.
- A postgraduate course / training on Education in Emergence is a must.
- The consulting firm / consultant should have a minimum of 7-10 years of demonstrated professional work experience conducting training and training of trainers for Education in Emergency programme delivery and process facilitation in Civil Society Organizations or Private Sector setting.
- Previous experience working with Non-Governmental Organizations, Community-Based Organizations or Refugee Led Organizations in refugee settlements in Southwestern or West Nile regions of Uganda is an advantage.
- Knowledge and experience in using participatory training approaches and innovative techniques.
- Excellent analytical, facilitation, coaching and report writing skills.
- Experience working on projects related to human rights and protection, education programs, youth engagement and working with persons of concerns in Uganda or similar context.
- Strong English language skills are required; other local languages spoken in Southwestern or West Nile is an asset.
Travel
*Travel costs are the responsibility of the consultant and should be included in the proposed budget.
