Position Summary

Momentum Wheels for Humanity is seeking a Physical Rehabilitation Technical Lead for an anticipated, five-year USAID Physical Rehabilitation project in Ukraine. The goal of the project is to enhance rehabilitation services in Ukraine within the context of the overall health system. The Activity seeks to restore health services and create new infrastructure, technology, and workforce capabilities, not only to meet the pre-war demand for multidisciplinary rehabilitation, but to also meet new demands inflicted by the war. The Physical Rehabilitation Technical Lead will play a pivotal role in the implementation of the USAID/Ukraine New Physical Rehabilitation Activity and will contribute to the enhancement of physical rehabilitation services, ensuring inclusivity and sustainability, in coordination with other program leads. Applicants must be willing and able to work in Ukraine, as this position is expected to be full-time and based in country.

This position is contingent upon project award and funding.

Expected Duties and Responsibilities

The Technical Lead 2 for Physical Rehabilitation in Ukraine will be responsible for performing the following primary tasks across implementation sites in Ukraine:

  • Lead the development and execution of strategies to strengthen physical rehabilitation workforce and services, encompassing prosthetics and orthotics (P&O) and assistive technology (AT).
  • Foster collaboration to address overarching health system challenges and strengthen the continuum of care, with a particular focus on primary health care.
  • Work closely with other program leads to ensure coordinated efforts across all technical
  • objectives.
  • Conduct and/or coordinate needs assessments to identify gaps and opportunities to strengthen physical rehabilitation across the health systems building blocks.
  • Articulate interventions vis-a-vis government priorities and analysis of the prevalence of disabilities, injuries, and other factors impacting rehabilitation needs.
  • Collaborate with relevant stakeholders to strengthen national and regional capacities in managing the physical rehabilitation sector.
  • Develop and implement training programs to enhance the knowledge and skills of rehabilitation professionals including administrative capabilities
  • Facilitate collaboration and partnership between the public and private sectors in the provision of rehabilitation services.
  • Develop and/or improve and operationalize referral pathways across and within care levels
  • Contribute to the development of standards and policies related to physical rehabilitation, P&O, and AT products and services.
  • Provide recommendations for strengthening the oversight of rehabilitation services and financing at the national and regional levels.
  • Integrate sustainability measures into the planning and execution of physical rehabilitation services. – Pilot quality assurance mechanisms to establish delivery of effective and patient-centered services.

Minimum Qualifications and Experience

  • Advanced degree in public health, rehabilitation sciences, or a related field.
  • Extensive experience (7 years) managing and implementing health programs, with a focus on physical rehabilitation.
  • Previous experience with USAID
  • Familiarity with and experience working in Ukraine and/or in post-Soviet context.
  • Strong analytical, strategic planning, and project management skills.
  • Excellent communication and interpersonal skills for effective collaboration with diverse stakeholders.
  • Fluency in written and spoken English and Ukrainian
