General Description

This EU based HEOR Associate Director/Director position will lead and manage the solid tumors health economics and outcomes research programs across Europe and New Markets to ensure the development of high quality, timely, and high impact strategic deliverables that support the value of BeiGene’s solid tumors products:

  • Generate and disseminate scientific evidence to support HTA and reimbursement submissions and inform payers/ patients/providers/policy makers on the value proposition of our solid tumor products.
  • Work closely with other functional groups such as EU and New Markets (Sub-Region/Disease Area/Country) Market Access teams, EU and New Markets Medical Affairs, Clinical Development, Digital Medical Affairs, Patient Engagement whilst providing HEOR leadership for Pharmacoeconomics, and/or health outcomes research (RWE), comparative effectiveness and healthcare resource utilization
  • Design methodologically sound studies to meet project objectives and regulatory and payer requirements
  • Conduct and supervise analyses, evaluation and reporting of studies, develop HEOR publications
  • Strong strategic relationship building skills essential especially around cross functional, academic and vendor collaborations.

Essential Functions Of The Job

  • Develop regional and country-specific HEOR/RWE evidence generation plans to support the value of BeiGene products in alignment with medical affairs and market access, and budget planning processes
  • Oversee the development of health economic models to support value of BeiGene products, and provide recommendations to conduct additional analyses as needed
  • Design and conduct real-world evidence studies to ensure timely quantitative/qualitative understanding of economic, humanistic, and clinical burden of disease, disease sequelae and patient journey/preferences to enhance clinical trial design, market access and country HEOR submissions with the aim to maximize market uptake in the EU and New Markets
  • Scope RWE studies (Regional/National/Academic/Patient/Vendor), selection of new or existing academic (can include: ISR/lIS/NIS)/non-governmental registries (retrospective/prospective), management across various phases from start up, maintenance to final deliverables
  • Translate (early) trial efficacy to real-world comparative effectiveness as part of early and late phase study planning, identification of subpopulations, and for potential risk-sharing purposes
  • Represent BeiGene at relevant scientific, medical, regulatory, payer, patient, policy, and other meetings, when appropriate
  • Keep abreast of therapeutic area, HEOR, RWE, and policy trends (e.g. EUnetHTA) across the EU and New Markets regions and proactively address HEOR strategy changes in collaboration with global and regional teams in anticipation of any trends
  • Collaborate with scientific communications to provide HEOR-related scientific publications
  • Author protocols, reports, and other study documents with independent, critical thinking to ensure quality and completeness of output, overseeing timeline for deliverables associated with analysis and reporting
  • Review and provide relevant HEOR inputs to statistical analysis plans and analysis outputs
  • Review and provide HEOR inputs into HTA submissions and for tasks including CRF/eCRF development, form previews and other ad hoc project tasks (e.g., regulatory responses, slide deck development)
  • Provide early input on clinical trial design from an HEOR perspective and ensure inclusion of appropriate PRO and health economic endpoints into clinical trials to maximize asset value proposition in collaboration with market access/medical affairs/clinical development teams
  • Good understanding of European and New Markets (e.g., Brazil, Russia/Turkey) health service structures, differences, and challenges relevant for HEOR input
  • Help define and provide appropriate levels of internal professional development/training on HEOR topics to non-HEOR experts at BeiGene
  • Represent BeiGene externally through conference presentations/communications
  • Use best efforts to complete work within the available budget
  • Partnership on RWE Pre-Reimbursement Programs/Compassionate Use

Education And Expertise Required

A Ph.D. in Health Economics, Outcomes Research, Epidemiology, Public Health, or related discipline preferred with 7+ years of related experience in Oncology, or candidates with a master’s degree with 10 years of relevant global and EU experiences related to Real World Data Management or Health Economic European Submissions considered.

Previous relevant experience in solid tumors is highly desired.

Travel

Work related travel approximately 25-30%

Computer Skills: PC literacy required; MSOffice skills (Outlook, Word, Excel, PowerPoint, Veeva)

Other Qualifications

  • Represent BeiGene on HEOR issues at national and global forums, conferences and professional associations, including monitoring and communicating activities
  • Experience with post-marketing “real world evidence” studies and registries
  • Ensure function maintains full compliance with internal and external guidance and regulations, including applicable policies and codes
  • Experience in HTA and reimbursement submissions in EU and other countries
  • Proven ability to drive results at a high level of quality as a strategic and creative thinker/leader.
  • Ability to work in a cross-functional matrix team environment and effectively communicate relevant HEOR strategies and evidence studies outputs
  • Ability to design, plan and conduct observational studies of comparative effectiveness, safety and cost.
  • Excellent oral and written communication skills and presentation skills.
  • Ability to effectively prioritize and manage multiple tasks and projects.
  • Highly organized and self-motivated with ability to determine and meet objectives.
  • Ability and interest in managing and supporting the development of one or more junior team members.
