The Role:
Oxfam is looking for Business Development Manager.
Job Purpose:
The post holder will advise the Country Director and Myanmar Leadership Team members (MLT) on donor engagement, risk management and compliance quality in overall program implementation. The post holder will lead the development, implementation and review of the country programmes’ funding strategy; build business relationships with a range of high-profile institutional donor (EU, FCDO, ECHO, SIDA, BHA, SDC, UN, DFAT, UN) and Oxfam federation of affiliates, identify strategic funding opportunities and lead the development of high quality concept notes, proposals and tenders. The post holder will also lead and manage the funding team (Funding Advisor) which is responsible for ensuring the compliance of donor contract with Oxfam in line with donor rules and regulations.
The post holder will be expected to influence all kinds of stakeholder including high profile donor as well as confederation of Oxfam in achieving the country funding strategy.
Key Responsibilities:
Country funding strategy and overview
- Research and analyse changing donor environment and strategies and advise on effective influencing of donor strategies.
- Maintain up-to-date donor-mapping of key opportunities for funding for all Oxfam in Myanmar programmes
- In consultation with the Country director and Country Leadership Team design, update and manage the implementation of the country funding strategy
- Ensure that the country funding strategy is internalized within the country team
- Ensure that the systems, processes and ways of work to support the delivery of the strategy are defined, staffs are aware of these and that their provisions are implemented.
- Represent Oxfam in external engagements with donors, developing and maintaining sustainable, quality and consistent relationships with key and potential donors and Oxfam confederation of affiliates
- Actively plan fundraising activities together with Program Strategy and Impact Director
- Prepare and share with the Country Leadership Team, regular updates on top-line income status of the country in terms of (a) secure income for current year, (b) secure income for future years, and (c) proposals in the pipeline (which covers likely and possible)
- Together with Director of Operations, develop financial policies and strategies to maximise income from donor, acting as a point of reference for key donors to ensure up-to-date knowledge of best practices for donor reporting, managing and supporting the annual planning and budgeting process relating to funding, monitoring donor trends.
Business Development and submission of quality project proposals and concept notes
- Responsible for managing and building Oxfam’s relationships with donor representatives in Myanmar
- Proactively engages on a strategic basis with institutional donors at a country level in order to facilitate technical program exchanges, influence policy and thinking, and identify key areas of potential cooperation, including program funding.
- Evaluate eligibility and provide summaries of opportunities and calls that are relevant to the country team
- Coordinate development and submission of donor proposals working closely with programme staff in order to advise and support them to understand and meet donor requirements.
- Liaise with donors to resolve queries in support of proposal development
- Quality assure all concept notes and proposals, ensuring that proposal is of a sufficient quality to meet minimum requirements for submission
- Manage the internal authorisation and sign off processes
- Ensure timely submission of high-quality funding proposal and mange donor communications and follow up
- Support the appraisal of new funding opportunities using the bid and no bid decision making tool and processes.
- Work with affiliates in identifying and sharing new opportunities with home donors
- Develop and maintain good relations with institutional donors, maintain funding grids
- Ensure Oxfam’s gender and diversity priorities are reflected in all communications to donors and feed back to programme teams when this is not addressed in proposals and programme implementation
Donor Contract management and risk management
- Ensure a proper review of donor financial and narrative reports, ensuring consistency, accuracy, clarity and timely submission in compliance with Oxfam policies and procedures as well as donor contractual requirements
- Work with programme and finance staff to continuously improve the quality of donor reports.
- Review and strengthen compliance and utilization of EA system (CRIMSON) for project and contract management, maintaining strong documentation and information sharing systems
- Flag potential compliance risk with related to donor contracts to concerned teams (programme, logistics, finance, HR etc) and suggest ways to mitigate them
- Ensure that project contracts are managed and followed internal (Oxfam) and external (donor) compliances. Flag potential compliance risks for restricted donor contracts
Capacity Building and people Management
- Build staff and partner capacity in fundraising and grant management in compliance with Oxfam and donor policies.
- Provide appropriate support, coaching, training and advice to funding, programme teams (and partners if required) on funding, such as specific donor compliance requirements and contract management
- Conduct project kick off workshops covering key donor requirements
- Support staff to develop fundraising skills and capacities
- Line manage Funding Advisor including performance management, absentee management, providing coaching, staff development opportunities and addressing capacity gaps

What we are looking for:
Education: Master degree – or equivalent – in Social Sciences, Business Administration, Law, Economics or International Development or other relevant degree
**Experience:**At least 5 years of demonstrable experience and success working in fundraising, programme development and management in the humanitarian and development sector
- Strong written skills with proven experience of developing quality proposals and reports and securing income, and a high level of analytical skills and critical thinking.
- Sound communication skills: for example, ability to represent Oxfam effectively in meetings with donors.
- Very good knowledge and understanding of the donor and funding context, environment and key players in Myanmar
- Experience of working with and coaching technical teams to develop complex proposals and reports.
- Highly developed interpersonal, communication and influencing skills: networking, representational, and negotiation skills.
- Ability to make effective, timely decisions and take prudent risks.
- Proven team leadership and proactive, results driven approach.
- Knowledge of Project Cycle Management and humanitarian and development programming.
- Strong numeracy and financial and IT skills, with attention to detail to develop and analyse donor budgets and reports.
- Ability to work effectively with others in diverse team situations and ability to work in a multi-cultural environment.
- Ability to manage time effectively, and adapt priorities to respond to changing demands and tight deadlines, across multiple time-zones
- Demonstrates a commitment to gender and diversity issues.
