About Trócaire
Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and problems of communities in the Global South. With our partners we work with some of the world’s poorest people, supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacy work. II. Context of Work
Trócaire has worked in partnership with local organisations in the countries where we work for 50 years. As a partnership agency and signatory of the Grand Bargain and Charter for Change, Trócaire is committed to the ‘Localisation of Aid’ agenda1 that has been at the forefront of humanitarian discourse since the World Humanitarian Summit in 2016. To deliver on this commitment, Trócaire established a Global Hub on Partnership & Localisation in March 2021. Based in Nairobi and working across the organisation globally, the Hub works to deepen Trócaire’s approaches to and expertise in partnership and localisation. In line with Trócaire’s Partnership & Localisation Strategy (2021-2025), Trócaire’s Country Programmes around the world support localisation in four key areas: 1) capacity strengthening, 2) increasing voice and influence of local actors, 3) improved partnerships, and 4) increased access to funding and resources.
From March 2022 through April 2023, Trócaire supported two women-led organisations, or WLOs, (Active in Development Aid (ADA) in Somalia and Women for Change (WFC) in South Sudan) on a project that supported them to co-chair GBV sub-clusters/working groups for the first time. Trócaire’s Global Hub on Partnership & Localisation coordinated support to the two organisations through accompaniment, mentoring, regular check-ins, and participatory action research. The project culminated in the development of resource package based on the on-the-ground, local experience of ADA and WFC in their efforts to assume leadership and coordination roles in GBV structures in Somalia and South Sudan. The package provides insights into key barriers faced by WLOs entering leadership roles and provides solutions for improving the experience of WLOs in leadership positions. It also addresses gaps in opportunities—at a local and national level for WLOs.
Both ADA and WFC continue to co-chair their respective coordination structures, which has resulted in increasing levels of responsibility and funding opportunities. Both agencies have prioritised

resource mobilisation as a key support area going forward, with the goal of supporting their long-term organisational resilience.
Trócaire was successful in securing funding for a second phase of this project, beginning on 1st July 2023. This will involve Trócaire providing ongoing support to WFC and ADA in their co-chairing roles over a 10-month period. Additionally, the project will have a strong focus on supporting the two WLOs’ long-term capacity strengthening and organisational resilience beyond the duration of the project. This will include a resource mobilisation consultancy managed by Trócaire that is spread over a 10-month period that would support the two WLOs with training on resource mobilisation (in response to an identified need by both WLOs), the development resource mobilisation strategies, identification of funding opportunities, and support to the WLOs in proposal development.
III. Objectives
The objective of this consultancy is to enable two women-led organisations (ADA and WFC) to increase their resource mobilisation capacity and develop greater organisational resilience. This will eventually translate into increased organisational funding. The Consultant will:
• Jointly with Trócaire staff, deliver a 3 to 4 day training on resource mobilisation using Trócaire’s existing training resources customized to the requirements of the 2 WLOs
• Support the development of 2 resource mobilisation strategies (1 per organisation) that are owned by the organisations
• Support the 2 WLOs to identify potential funding opportunities
• Support the 2 WLOs in concept and proposal development on an ongoing basis (in collaboration with Trócaire’s Programme Lead and the partner organisations). At least 2 full proposals should be developed and submitted by each organisation with support from the consultant.
• Provide coaching and mentoring services on demand
• Prepare short quarterly assignment reports in line with the reporting calendar, utilising a Trócaire template.
IV. Scope of the Work
This standing consultancy is anticipated to be 25-30 days spread across a 10-month period. The time available will be shared amongst interested partners with the goal of providing equitable support between the two agencies.
The consultancy will involve technical advice and coaching provided virtually and/or in-person, where feasible. If any travel costs are required, these will be covered by Trócaire in line with its travel policy.
V. Methodology
The support to be made available by the consultant will be tailored to the needs of each individual organisation in line with their identified priorities, but is expected to fall under the following areas:
i. Training on Resource Mobilisation and Development Resource Mobilisation Strategies
The Consultant will collaborate with Trócaire using Trócaire’s resource mobilisation training pack to provide a joint 3-4 day in-person training to up to 3 staff from each of the two WLOs, either through a joint workshop in Nairobi or by visiting each organisation in South Sudan and Somalia. would cover the consultant’s travel costs in case of travel in line with Trócaire’s travel policy. Trócaire will also be able to cover the travel costs of the two WLOs should this training be held in Nairobi.
The training will culminate in the creation of a resource mobilisation strategy for each WLO. Each WLO will be encouraged to establish a Resource Mobilisation Team comprised of 2-3 existing staff. The teams will be charged with the development and implementation of the resource mobilisation strategy. They will receive support from the Consultant in developing a professional resource mobilisation strategy.
ii. Donor Scanning/Funding alerts
The Consultant will proactively scan relevant donor funding opportunities and calls for proposals and concept notes that the WLOs can apply for. These opportunities should address GBV-focused work, as well as work in other technical areas that the WLOs specialize in. The Consultant will share these opportunities with the WLOs and Trócaire on a regular basis, ensuring that Trócaire is cc’d in all email communications.
iii. Development of Grant Proposals
The WLOs will apply skills acquired in resource mobilisation training to develop grant proposals on an ongoing basis. The Consultant will be available to support them in this process, along with Trócaire’s Programme Lead, with the understanding that the partners will take a lead on proposal development. Support provided will depend on the demand of the organisations, but the Consultant should aim to support both WLOs with the development and submission of at least two full proposals per organisation.
iv. Development of Organisation Capacity Statements
The WLOs will be assisted in developing strong organisation capacity statements. These will in-turn support their resource mobilisation efforts.
v. Coaching and Mentorship
The Consultant will provide coaching and mentoring based on the level of demand by the two WLOs within the time constraints. The coaching and support will be used to support the initial implementation of the resource mobilisation strategies and development of grant proposals. It will be delivered online using technologies such as Zoom.
VI. Reporting
The Consultant will develop a short quarterly report, in line with the donor reporting calendar. They will utilise a Trócaire-developed reporting template for reporting purposes. The reports should provide updates on how the consultants’ time was spent, individual updates per partner organisation, and status updates on progress against deliverables. The reports will be structured cumulatively, so that the final quarterly report will capture the highlights and outputs of the entire assignment. The consultant will isolate the lessons learned, draw conclusions and make recommendations on the way forward. In addition to reporting, the consultant will remain in close communication with an identified contact point at Trócaire to provide ongoing updates about the consultancy and to raise any issues or challenges.

VII. Deliverables
The assignment will have the following deliverables:
• Participating former partners have resource mobilisation strategies (2 in total).
• Participating former partners develop and submit good quality proposals (at least 2 full proposals per organisation).
• Participating former partners have capacity statements developed (if requested).
• Partners receive technical support, coaching and mentoring on resource mobilisation.
• Quarterly assignment reports with highlights, lessons learned, conclusions and recommendations. This should include an overview of the number of proposals submitted by partners and, if applicable, the number of wins and the value of those grants. These wins should be attributed to the support received.
VIII. Monitoring
At the end of the consultancy, Trócaire will provide partners with a formal feedback mechanism to comment on the quality of the support received, indicate their satisfaction, and detail any achievements associated with the support. Trócaire’s Programme Lead will also check in regularly with the WLOs on supports received.
IX. Experience/Skills
The consultant should possess:
• Third level qualification in Development, Humanitarian Assistance, or related field of study
• Minimum of 6 years’ experience working in international development and the humanitarian sector
• Experience of proposal and report writing for major international donors
• Proven track record of securing institutional funding from successful grant applications
• Experience of managing grants financed by the donors and understanding of compliance requirements
• Project cycle management using results frameworks and/ or logical frameworks
• Excellent budget analysis and budget development skills
• Experience of working with partners and good understanding of partnership approach and the barriers local organisations frequently face in accessing institutional funding
• Excellent facilitation & capacity strengthening skills and experience of applying them when working with individual partners or groups of partners
• Proven strategic thinking and planning skills, including ability to think creatively, analyse and be innovative, set priorities, manage work plans and evaluate progress
• Experience of distance/remote working and working in multicultural environments
• Self-starter with the ability to work on a team
• Excellent and proven organisational skills
• Highly developed relationship building and interpersonal skills
• Excellent written, oral and presentational communications skills
• Computer literacy skills in Word, Excel, Zoom, and internet/email
