Reporting to the Director, External Relations Department, the Head, External Relations
Services Section supports the implementation of the Resource Mobilization Strategy across
the External Relations Department (ERD), including by closely monitoring incoming
contributions and producing regular updates and forecasts for internal and public use.

Responsibilities

  • Oversees the development of the External Relations Department’s (ERD) plans and targets
    towards the Resource Mobilization Strategy (RMS) and establishes a monitoring system to
    follow-up on their implementation.
  • Oversees the Agency’s donor funding pipeline and monitors expected cash inflows in
    coordination with the Partnerships Division and Finance Department; leads on forecasting and
    income planning, including coordinating finance and fundraising meetings; works towards
    ensuring that donor reporting and income recording are completed in a timely and accurate
    manner; acts as ERD’s focal point for cooperating and coordinating with the Finance
    Department on producing internal updates that show incomes versus expenditures.
  • Oversees and coordinates the production of funding analyses, including trend analysis, risks
    and opportunities, and high-quality dashboards and visuals to support decision-making by the
    Agency’s Senior Management.
  • Supports the Director, External Relations Department and ERD management team’s
    collaboration and integration towards RMS implementation, including undertaking special
    projects in support of the RMS implementation in the department.
  • Coordinates with Partnerships Division and Information Management and Technology
    Department (IMTD) on the development and roll-out of new tools such as Salesforce in ERD
    for income tracking (public and private), donor relationships management (public and private)
    and reporting; oversees any dedicated staff or contractual relationships to support roll-outs,
    including coordination of workplans, etc.
  • Oversees Information Management for ERD, including ensuring that ERD staff and units
    share information coherently and in a way that contributes effectively to UNRWA’s external
    relations and resource mobilization goals; leads on developing and delivering internal
    communications in support of RMS implementation within ERD, with Representative
    Offices, and across departments and fields.
  • Supports the Director, External Relations Department and Director, Partnerships in
    coordinating with the Executive Office (EO), the Planning Department, the Finance
    Department, Representative Offices, Field Offices and others on issues of relevance to ERD,
    including emergency preparedness, harmonization of donor reporting, and drafting and
    clearing of external reports such as the Annual Operational Report and Emergency Appeal
    Reports.
  • Provides direct supervision and overall guidance to the Contributions and Projects Units in
    HQ Gaza.

Education
Advanced university degree from an accredited educational institution in political science,
international relations, business or public administration, law, economics, development,
humanitarian studies or a related discipline.

Job Specific Qualifications
Training courses and/or certificate(s) in Information Management (IM) and
systems/processes, including tools for IM such as Customer Relationship Management
(CRM) platforms. (desirable)

Work Experience
At least eight years of progressively responsible and relevant experience in resource
mobilization.
A minimum of four years supervising staff in large public, international or non-governmental
organizations.
Two continuous years of relevant international experience outside UNRWA, and outside the
country(s) of which the candidate is a national or holds citizenship, a passport or a national
identity number.
Experience in planning and monitoring progress towards set goals and exposure to budget
preparation and, income forecast and designing and/or implementing information
management processes and/or systems.
Advanced university degree from an accredited educational institution in political science,
international relations, business or public administration, law, economics, development,
humanitarian studies or a related discipline.

Languages
Excellent command of written and spoken English.
Knowledge of Arabic would be a strong asset (desirable)

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.

Special Notice
Type of Contract and duration: 2 years, with the possibility of further extension.
The Head, External Relations Services Section will be required to travel regularly inside and
outside the Agency’s area of operations.
Applicants have to complete the Personal History Profile (PHP) in inspira in order to be
considered. The PHP should be completed with full relevant work experience as per the
requirements in the Job Opening, in order to be considered.
A roster may be created from the selection exercise, and successful candidates may become
eligible for an appointment to the same post or a similar post.
Equivalency:
A first level university degree in combination with two additional years of qualifying
experience may be accepted in lieu of an advanced university degree.
NB: Work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.
