Generic Responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work- and Professional Development Plan.

  • Implement financial systems and procedures according to Financial Handbook and other NRC policies at office level
  • Prepare bank accounts and cashbox reconciliations
  • Verify that vouchers and supporting documents meet NRC standards before payment
  • Ensure timely payment of staff salaries, contractors, suppliers and other expenditures
  • Ensure sufficient cash in the bank and in the cash boxes
  • Prepare monthly financial reports and send all relevant documents to country office
  • Ensure filing of all financial documents according to NRC standards
  • Train and develop financial staff
  • Support project staff in financial matters

Specific Responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

    • Be responsible for checking vouchers for arithmetic and factual correctness, correct account has been used, authorization/signatures, translations and whether all supporting documents are present and correctly filled out.
    • Post the incoming invoices in the system according to NRC policies.
    • Be responsible for cash boxes and keeping a thorough record of transactions and cash advances.
    • Management of cash and bank transfer from the CO and transfer cash to the vendors.
    • Prepare the monthly cash forecast and submit to CO based on the SOP deadlines.
    • Review PRs and PO as per needs of the office.
    • Liaison with bank officials to resolve problems and facilitate improve services (Bank focal point) .
    • Be responsible for the e-BRS including the monthly reconciliation.
    • Be responsible for checking the uploaded supporting documents by the finance assistant on monthly basis.
    • Be responsible for filing the accounting information: Postback Files, monthly transaction files , bank letters, rebookings.
    • Assist the finance coordinator in updating the BMT on monthly basis
    • Follow up The social security payment and assist the finance assistant in the preparation and also system bookings.
    • Be the focal point for Hawala services.
    • Represent finance in the cash distribution in the field.
    • Make sure that NRC financial procedures are followed, through maintaining a good understanding of the NRC Financial, logistics handbooks and National Staff guidelines
    • Be responsible to cover the backup position of Finance Coordinator in his/her absence
    • Any other task assigned by FC

Contract Duration: 1 year

Duty Station: Kirkuk – Iraq

Salary: G5/S1, According to NRC’s Iraq salary scale and terms and conditions.
