POSITION SUMMARY
The talent acquisition manager is responsible for promoting an enabling environment that proactively attracts, hires, and retains qualified candidates for the organization. The talent acquisition manager works closely with the VP, Talent and Culture to develop a comprehensive strategy and processes to actively attract qualified candidates and enhance Freedom House’s (FH) competitive advantage in the global marketplace. This includes partnering with FH leaders to understand organizational talent needs and build pipelines of diverse talent to strengthen FH as a world-class organization . This role will be responsible for understanding and translating employment law as it pertains to recruiting and hiring staff and adhering to best-in-class and compliant recruitment procedures. The manager will lead talent acquisition initiatives that embed the principles of diversity, equity, inclusion, and belonging (DEIB ), recruitment processes to ensure compliance and efficiency, draft competitive employment offers, and manage day-to-day recruitment activities. This position will also be responsible for developing and implementing a recruitment outreach strategy, including development and management of all aspects of Freedom House’s LEARN Internship Program and all internships. As part of a new and growing Talent & Culture team, the manager will also play a key role in process and systems improvement, identifying opportunities, developing recommendations, and implementing solutions.

Talent Acquisition Lifecycle, Sourcing, and Outreach
- Proactively attract, screen and vet candidates for all positions, including senior level and international positions, serving as subject matter expert and point of contact for assigned open positions; source passive candidates and develop strategies for effective proposal recruitment
- Review and edit job descriptions to ensure it meets standardization
- Oversee the creation and management of job requisitions in applicant tracking system; perform full talent acquisition lifecycle to fill positions
- Conduct reference, OFAC, and background checks
- Draft offer letters, maintain, and update all offer letter templates to ensure compliance with any statutory changes
- Establish a strong rapport with hiring managers to understand their strategic staffing needs, priorities, constraints, and fill vacancies in a timely manner;
- Participate in strategy sessions and apply knowledge gained to all aspects of the recruitment efforts for staffing needs
- Use professional networks, current knowledge of recruiting best practices to create and implement a diverse candidate sourcing strategy
- Collaborate with Talent & Culture team to determine equitable salary recommendations; facilitate salary negotiations, serving as subject matter expert and point of contact for best practices
- Partner with DEIB team to proactively develop strategies for building a diverse candidate talent pipeline and network of potential candidates by identifying, screening, interviewing, and assessing candidates for future business needs
- Build and maintain strategic relationships with university career centers, diversity networks, community groups, scholarship foundations, and other targeted organizations to source pools of diverse and highly qualified intern and permanent employee candidates.
- Maintain and expand technical knowledge in human resources and recruitment disciplines, in addition to international development by attending workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
Applicant Tracking System & Process Improvement

Manage all aspects of Freedom House’s application system, including set up, automation, integration, potential data migrations, and other maintenance aspects

Ensure customization and standardization of best recruitment practices across FH and implement continued improvement efforts

Contribute to or initiate ways to strengthen talent acquisition processes in collaboration with the Talent & Culture team to develop and implement enhanced tools and processes
Program Management
- Manage and oversee all Freedom House recruitment and intern programs including but not limited to the LEARN Summer Intern Program
- Partner with leaders in the organization on other recruitment and hiring initiatives such as Research Fellows, practicums, etc.
- Coordinate internship orientation and program events that meet learning and professional development objectives
- Develop and manage processes to evaluate internship program impact, taking lessons learned to support continual improvement
Training and Representation
- Develop and deliver training to staff on recruitment and interviewing best practices through a DEIB lens , working closely with hiring managers to train and ensure all hiring practices are compliant with all applicable employment laws and best practices
- May provide coaching, mentoring, and facilitation of professional growth opportunities for others conducting recruiting activities throughout the organization
- Identify and train recruitment trends, including building the capacity of recruitment staff and other staff involved in the recruitment process globally
- Work closely with DEIB Director and outreach teams to implement best in class training in how to attract and hire candidates from backgrounds, experiences, and perspectives as diverse as the world we live in
- Serve as “the face of Freedom House” during interviews, meetings, and external industry events
- Represent FH at job fairs, information sessions and informational interviews
- Develop and manage relevant recruitment advertisement, marketing, and branding
Other
- Process and systems improvements in support of human resources and broader operations and workflow needs.
- Perform other duties and responsibilities as required by supervisor or organization
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the essential duties and responsibilities.
- Demonstrated recruitment management or relevant recruitment experience in the INGO sector required, including recruiting for international development projects and/or proposals required.
- Experience with DEIB initiatives related to recruitment, such as implementing equitable hiring practices and developing strategies for building diverse talent pipelines
- Bachelor’s degree or 4 years of equivalent work experience required, in addition to the minimum experience outlined above.
- Experience working with Applicant Tracking Systems (ATS) required, Taleo strongly preferred.
- Project management experience preferred.
- Experience guiding and counseling hiring managers through job construct, sourcing, screening, interviewing, selection, and job offer processes.
- Knowledge of and experience using MS Office applications, Paychex, and other technology strongly preferred.
- Experience living or working in countries outside of the United States a plus.
- Demonstrated ability to communicate clearly and concisely both orally and in writing, and to lead presentations, training courses and effective meetings.
- Ability to work both independently with little guidance and as part of a team when collaboration is required.
- Demonstrated leadership of thought and process, versatility, and flexibility in approach to work and partnerships, and integrity in work.

- Fluency in a language other than English is highly desirable.

Salaries are commensurate with experience and based on pay grades that prioritize equity across the organization. We offer a competitive salary range of $80,000 -$95,000, with final candidate salary dependent upon experience.
